Employee Benefits Division

One-Life Groups – Can be written year-round!

Blue Cross and Blue Shield of Illinois (BCBSIL) allows any group that meets the definition of a valid group to be issued as a one-life group year-round, as long as:

  • They meet participation (70% after valid waivers)
  • They meet the contribution requirement (25% of the EO tier)
  • Underwriters can validate 100% of the ownership for each group

Year-round valid group definition:

  • Two unmarried individuals own a business; both filed the 1120S or 1065 K1s with their 2024 corporate tax return.
  • A sole proprietor with at least one “common law” documented employee (FT or PT) at the time of application.
  • Established spouse-only (no “common-law” employees) partnerships that filed 1065 K1s last year.
  • New spouse-only business start-ups (with no “common law” employees) must be legally filed with the IL Secretary of State as a Partnership entity. They both must lawfully own a percentage of the business (totaling 100%), and they must be able to provide a copy of the SS-4 Form showing that they are required to file Form 1065 in 2024.

Note: A common-law employee is a full-time or part-time W2 or 1099 employee that is not the business owner or the business owner’s spouse.

2026 Retail Market Annual Open Enrollment Information

The 2026 Annual Open Enrollment Period is NOW open - Act before January 31st, 2026 for February 1st, 2026 coverage.
Utilize BCBSIL's white-label enrollment solution through the HealthSherpa platform for Off-exchange only - here is the link to register/create your BCBSIL HealthSherpa account.
*Remember, you must be GetCovered.Illinois certified to sell or help customers with Illinois Exchange business, accessing advance premium tax credits or cost-sharing reductions, and receive any commissions on Illinois Marketplace business.
The following links provide everything you need to educate yourself on the plans and be ready to present:

  • Review the 2026 plan portfolio and reevaluate your clients' plans to ensure they have coverage that meets their needs—including their eligibility for premium tax credits.
  • If clients receive a premium tax credit, ensure they visit GetCovered.Illinois.gov to recertify their income for 2026. Regardless of whether there is a change from year to year, it is recommended that individuals either log on to or call the Marketplace annually to confirm their income for the following year.
  • If you are aware, a client is on COBRA - Annual Open Enrollment is the only time for them to elect permanent insurance. Midyear COBRA "willful discontinuation" is not a door opener to a qualifying life event Special Election Period enrollment. If the client misses the Annual Open Enrollment, they will have to remain on COBRA for the entire COBRA election period to be eligible for coverage. Additionally, individuals on COBRA may face deductible resets or new eligibility for premium tax credits when the calendar/tax year resets.
  • Ask your current block for referrals – a referral is the highest professional compliment a client can give you!

Notice: Effective Jun 18th, 2023, CMS will require agents/brokers who assist Individuals with Marketplace ACA enrollments to comply with a new requirement in the 2024 Final Rule of attaining documentation of “active consent of the purchaser to represent them when utilizing the Marketplace (healthcare.gov).”  The required documentation consists of the Enrollee’s Consent for Assistance and the Agent’s Attestation of the Documentation Review of the enrollee. The document must be retained for a minimum of 10 years.  CMS has provided this linked template form as a starting point for you to customize to comply with ACA Marketplace enrollments starting June 18th, 2023.


Medicare Division   IntegrityCONNECT

The 2026 Medicare Annual Enrollment Period (AEP) has officially ended!

There are still ways to secure coverage. Blue Cross and Blue Shield of Illinois (BCBSIL) offers Guaranteed Issue (GI) Medicare Supplement (Med Supp) plans year-round, allowing eligible individuals to enroll outside of AEP. Additionally, those who qualify for a Medicare Advantage Prescription Drug (MAPD) plan or a Prescription Drug Plan (PDP) may still enroll during their Initial Enrollment Period (IEP) or a Special Enrollment Period (SEP), providing ongoing opportunities for coverage and flexibility throughout the year.

Remember, to sell Medicare Supplements, you need to maintain a valid IL State Health Insurance license.
